What is the confusion you are talking about? ifd the above transcript is accurate, Mullen is literally saying he phrased his comments/charges exactly the way he meant to. he is also saying that Kyani himself is not a ‘fan of’ Haqqani network but adds that terrorist outfits such as that and LeT are part of Pakistani strategy.

Did he dictate this strategy to Pakistan or he is just speculating. Pakistan has taken action against LET and Haqqani network they are outlawed what more do you want ?
