because India and America are democratic nations but Libya is an authoritarian regime. pretty simple.

this is like comparing murder (which is what Gadafi commits) with death sentence (which is what rule of law executes).

So according to you, BECAUSE India and US are democratic nations, they are allowed to massacre people with whatever means available.
