I think he said that because he was frustrated with government's political misuse, or lack of use, of police and rangers. He probably thought that army should come in because it would be neutral in that situation.

No need of Army operation in Karachi: Kayani **

There is no need for an army operation in Karachi and the Rangers are doing a good job, said Chief of the Army Staff Gen Ashfaq Parvez Kayani on Thursday.

Express News reported that Kayani had made available army units whcih were ready to be deployed in Karachi, if the civil government requests their deployment, as per the constitution.

** He said the army cannot forcibly take control on its own.**

Syed Khursheed Shah, the central leader of Pakistan Peoples Party and the federal minister for religious affairs had earlier said that an operation in Karachi was on the cards to bring normalcy to the violence plagued megalopolis.

Shah had claimed that all stakeholders were taken on board in this regard, adding that all political parties including MQM and ANP support such an action in this city.


It's a fact that "the army cannot forcibly take control on its own", but the general is bound to get in if he is ordered to do so by his superior authority. The prerogative to decide what is needed and what not lies with the elected leadership of the province and the country.

I disagree with him on Rangers "doing a good job." I thinking he probably indirectly suggested that if Rangers are given a freehand, they can do the job. But right now they are definitely not doing any job at all.

I think MQM is again concerned about operation launched by police and rangers. Not by army.

But things change anyway. MQM demanding army operation recently is the same party which was the victim of another army operation in 92. Policies of any party depend on what the party thinks is the best thing at that particular time.

My personal opinion is that majority of Karachi violence is due to political players in the city, namely PPP, MQM and ANP. If these players really decide to control their unbriddled supporters then it will happen immediately. But currently there is too much bad blood and lack of trust. One PPP minister talks of some operation and it makes MQM nervous.

That is a political statement, he should not have said that. Kyani is working under President of Pakistan, he has to obey orders under constitution. But then military still thinks they are above constitution of Pakistan and all bloody civilians.

I agree. Firstly, the general should not have spoken on the subject which comes in the domain of the elected leadership of the country. Secondly, even if he spoke, he should have said that the army will act only on the orders of the government. That should have been fine.
