^ See, for me, that appears to be a perfect example of how rumour becomes conspiracy theory. There is a suspicion, suspicion is shared, becomes rumour. A few Chinese whispers later, conspiracy theory.

I knew that is what you were going to say. But the intention makes rumor a conspiracy.
If it is just a sensational kind of rumor, it stays as a rumor or gossip. But when it targets someone or group of people from very beginning with malicious intent, it is conspiracy theory. Clear enough?

I would classify targeting with malicious intent as propaganda, not conspiracy theory. The intent of the propaganda can also become the stuff of conspiracy theories.
