well i dont know if its need an aproval from Federal Govt. or Provincial Assembly can do it!! well i want to everyone to look this idea not becoz Altaf present it, but becoz its a realy need in Pakistan for betterment of peoples, and ofcourse you are right to worry about negative facts too. its need to be done by only for sake of pakistani peoples not for politicians dirty games.
there is no question about fed/provincial govt here, MQM is partner of pee pee pee, and both in federation and sindh, pee pee pee has the govt, they can easily pursue them to do it. but in reality they are doing exactly opposite to this, you know how? actually they pressurized the ppp govt in sindh to take back their decision of subdividing karachi and hydrabad district, which ppp claimed that they were doing it for better administration. mqm here contradicts what they say
and as for more provinces on ethnic basis, it "MAY" only be good when you have got ridden on current ethnicity and nationalism issues. first solve this problem otherwise further divisions on the same lines will actually turn out to be breaking changes.

He asked in 1969-70 to divide west Pakistan in ten provinces.
Hope it will be supported by PPP in next elections.

I remember , In the last days of Ayoub Khan it was the major issue to dissolve the one unit.
JI & PPP were only parties which were not favoring it.
In the last days offices of PPP and JI in Hyderabad were attacked and than Bhutto said that if dissolving of one unit is necessary than make every commissionaire a province. (There were ten in West Pakistan that time)
What was he it is a separate issue.
