This qouta myth has long been busted. Qouta was started by Liaqal Ali Khan with 15% reserved for migrants who would arrive from India (people who had not migrated) and thats why people kept coming to Pakistan well into fifties to get these jobs. Its also a poor reason to justify popularity of MQM when MQM itself agrees to qouta system.

KARACHI: The Sindh Assembly (SA) on Tuesday unanimously passed a resolution seeking 60:40 urban-rural job quota and employees promotion in the government departments and autonomous bodies. On a private day of the session, Pakistan People’s Party (PPP) MPA Ghulam Mujadid Isran moved the resolution that said the government should ensure appointment and promotion of employees in the government departments, as well as, autonomous bodies. He said that rural areas were contributing much to the economies of urban cities but in return they got nothing. He said that 60 percent job and promotions quota is for people of rural areas but the government was not implementing it in letter and spirit. MPA Saleem Khurshid Khokhar supported the resolution. However, he suggested an amendment that the government should announce five percent quota for minorities in every department. Mutthida Qaumi Movement (MQM)’s parliamentary leader Syed Sardar Ahmed did not raise any objection on the resolution but said that the rural or urban quota in the resolution was not clear. MPA Aisha Khoso said that there was a lot of talent in the youngsters of rural areas so their quota in jobs should be strictly implemented. PML-F’s Nusrat Sehar Abbasi suggested that the provision of two percent job quota for special people should also be included in the resolution. Bachal Shah Jilani said the federal government should give Sindh its proper quota in its jobs. Rehan Zafar of MQM supported the resolution and urged its implementation. Minister for Law and Parliamentary Affairs Mohammad Ayaz Soomro said that Sindh was being accorded step motherly treatment since long. He said in the case of due promotions the grievances of junior officers would also be removed. Later, the house unanimously passed the resolution.

You are correct, but MQM-wallahs like to ignore all the advantages and control they have, to scream they are ‘victims’.

Any advantage Urdu speaking and other Karachi people had, is now well over except the Karachi balida and private sector jobs.

At the moment majority of the administration is from local Sindhi people in the Sindh government

This quota was taken back within a couple of years. While Sindhi nationalist quota has been in place for the last 40 years.

MQM-wallah's are entirely different than the average decent Urdu speaking person.
