as far as Most expensive goes, well $50+/oz is not unheard of amouage gold and creed himalaya millesime both top that.
Best on the other hands, becomes a personal choice :)

SO this may sound out of leauge but wife was ordering some oil-based perfumes (Itar) for herself from a dubai based comapny called Rasasi (Rasasi.com)
They are so good that I asked her to order one for man (that is me). She found another dubai based comapny called Al-Rehab (al-rehab.com), and ordered me one of their Itar called Al-Wisam
Just one amazing Itar
If any of you are into expensive walay Itar's, I recommend these two companies
