Write the rules on board with bold font including the rule no cellphones in masjid and no talking during prayers and taraweeh prayers.And if someone is doing that again just personally tell them board has issued some rules please try to follow them.They are adults they can understand that.
First of all for all these things there should be some organization working and there should be some rules define so people can follow.Saying it individually and randomly will not affect.
