Definitely he broke the law when he crossed red signal. But look at the video again, person who is driving motor cycle had ample time to save himself by either applying brakes or changing the direction keeping in view the big cross roads, he must have seen the car coming from his right side quite before the collision occurred. I have saved such situations my self many times here. There are lots of drunkard b@st@4ds on the roads.
