Why only government, in democracy it is always general masses who votes own the first responsibility. How may of us do care for it is the first question.

Archeological places flourish and remain intact in democratic set-up where people have some resources to own such responsibilities, but when people don’t have enough to feed their families, such thoughts are far fetched IMO
