@Degas

You can find a lot of material and PLGO 2001 on net to explore.. one way or another I have been involved in all three systems and presently working on policy assignment to develop PLGO 2010 which would be tabled soon..

Presetly, governments are trying make changes in PLGO 2001.. old urban and Rural divide is again coming .. but they are trying to improve on human resource part by introducing some new posts and trying to introduce cities that would be governed in a different way a rural areas may be rules..

Degas i am sure there will be provincial variations in the new system but do you think the LG system would have been more effective in managing flood situations?
