ہیں کہ یہ مطالبہ ناجائز ہے،غیر قانونی ہے ،غیر آئینی ہے کسی صورت اس کو مانا نہیں جائے گا۔اب حکومت کی طرف سے واضح موقف سامنے آگیا ہے،اسمبلی کے اندر تقاریر بھی ہم نے دیکھنی ہیں اور جو بیا نات بھی سامنے آئے ہیں اسحق ڈار کا بیان آج اخبارات میں چھپا ہو اہے۔پاکستان تحریک انصاف بات چیت کے ذریعے تو یہ معاملہ طے نہیں کر پائے گی۔اب معاملہ ان کے احتجاج کو موثر بنانے کا آگیا ہے کہ جو بات ،بات چیت سے نہ منوا سکیں وہ احتجاج سے منوا لیں۔یہ انحصا ر کرتا ہے کہ لوگوں کو اسلام آباد میں لانے کے بعد وہ آگے معاملات کو کس طرح لے کر جاتے ہیں۔
انٹرویو کے دوران بارہا میں نے عمران صاحب سے پوچھا کہ جب وہ لوگوں کو وہاں لا کر بٹھا دیں گے اس بحث میں پڑے بغیر کہ ہزاروں ہوں گے یا لاکھوں ہوں گے۔لوگ وہاں بیٹھ گئے انہوں نے دھرنے کا آغاز کر دیا حکومت نہیں جارہی تو وہ کیا کریں گے۔اس پر وہ مصر تھے کہ درمیانی رستہ میں دوں گا لیکن وہاں سے اٹھو ں گا نہیں جب تک میرے مطالبات پورے نہیں ہوںگے۔اب مسئلہ یہ ہے کہ درمیانی راستہ وہ اختیا ر کرے جو مانگ رہا ہو حکومت کا مسئلہ یہ ہے کہ وہ نہ درمیانی راستہ مانگ رہی ہے نہ پچھلا رستہ اختیار کررہی ہے۔وہ اپنی جگہ پر موجود ہے اس کے اوپر کوئی آئینی مجبوری لاگو نہیں جس کے تحت اس نے استعفی دینا ہےیا وزیراعظم کو اپنی وزارت کی کرسی چھوڑنی ہے۔
پاکستان تحریک انصاف کیا کرے گی کیا وہ پارلیمنٹ کے اوپر قبضہ کرلے گی؟ کیا وہ ہجوم کی شکل اختیا ر کرلے گی؟کیا وہ اسلام آباد کو مفلوج کردے گی؟ کیا وہ حکومت کو مفلوج کررہی ہے یا ریاست کو مفلوج کررہی ہے۔اسلام آباد کے باسی کیا کریں گے کیا وہ احتجاج کے نا م پر اپنی روزمرہ کی ضروریات بہت عرصے تک پوری نہ ہوتی ہوئی برداشت کر پا ئیں گے۔ہسپال بند ہوںگے،سکول بند ہوںگے،بنک بند ہوںگے،نقل وحرکت نہیں ہوپارہی ہوگی۔پانی نہیں ہوگا،کھانے اور دودھ کی سپلائی باہر سے ہوتی ہے وہ نہیں ہوگی،پٹرول نہیں ہوگا۔یہ وہ حقیقی سوال ہے جس سے پیچھا نہیں چھڑا جا سکتاجس کا جواب پاکستان تحریک انصاف کو دینا ہوگا۔
پی ٹی آئی نے اپنے آپ کو ایک ایسی پوزیشن کے ساتھ نتھی کردیا ہے جس کا آئینی جواز پہلے سے ہی کمزور تھا۔ اسکا اخلاقی اور سیاسی جواز یہ دیا جاسکتا ہے کہ ان کے خیال میں ان کے ساتھ دھاندلی ہوئی ہے جس کہ وجہ سے انہوں نے اسلام آباد کا رخ کیا ہےلیکن آئنی اور قانونی جواز اس کا تلاش کر نا مشکل ہے۔اس پوزیشن کے نیتجے میں ان کے لائحہ عمل پر بڑے گہرے اثرات مرتب ہوںگے۔حکومت ان کے مطالبات ان کے بیٹھے ہوئے تسلیم نہیں کرے گی۔سراج الحق صاحب کا انٹرویو میں نے آج کیا جن کی عمران خان اور وزیراعظم صاحب سے ملاقات ہوئی ان
کا فارمولہ یہ ہے کہ چار حلقوں کی بجائے آٹھ ،دس حلقے کھول دیں جن پر ووٹون کی گنتی ہو۔ووٹوں کی گنتی بھی دلچسپ بات ہے ووٹوں کی گنتی کروانی ہے آپ نے یا ووٹوں کی تصدیق کروانی ہے۔دونوں مختلف چیزیں ہیں ووٹون کی اگر تصدیق کروانی ہے تو یہ عمل برا طویل ہے۔گنتی کروانی ہے تو فورا طے ہوجائے گا اور گنتی مین ووٹ اتنے ہی نکلیں گے جتنے ڈالے ہیں۔ لیکن عمران خان کا کہنا ہے ووٹ ہزاروں کی تعداد میں غلط ڈالے ہیں۔ گنتی کا معاملہ ہے یا تصدیق کا معاملہ ہے اس کے اوپر آکر بات پھنس جائے گی۔میرانہیں خیال کہ سراج الحق صاحب جو تجویز لے کر گئے ہیں وہ وجہ بن سکتی ہے اس بحران کو کم کرنے کی۔اب معاملہ 14 اگست کے اردگرد ہی طے ہوگا۔پی ٹی آئی کی پہلے دو دن خبریں بنیں گی اس کے احتجاج کی تصویریں لگیں گی۔ان کاچرچا نظر آئے گا لیکن دو دن بعد جب قائم رکھنے کا مسئلہ آئے گاتو دبا ئو پی ٹی آئی کے اوپر منتقل ہوجائے گا۔

جہاں تک انتخابی شفافیت کی بات ہے ہم اس وقت سے اس پر بحث کر رہے ہیں جب کسی سیاسی جماعت کے ایجنڈے کے اوپر اس کا معاملہ نہیں تھا۔میں ذاتی طور پر بہت سی ایسی تنظیموں کا حصہ رہا ہو ں جنہوں نے انتخابی اصطلاحات کے اوپر کام کیا۔بلکہ ہم نے انتخابی نظام پر بھی کام کیا۔متناسب نمائندگی کا جو نظام ہے اس کے اوپر بھی تجاویز دیں۔پاکستان میں جس تناسب سے ووٹ پڑتے ہیں سیٹوں کی تقسیم بھی اس تناسب سے ہونی چاہیے۔
اصطلا حات کا جو فو رم ہے اس کے ذریعے بہت دفعہ آواز اٹھا ئی باقا عدہ دستاویزات کا حصہ بنیں۔2013 سے پہلے جب نگران سیٹ اپ بن رہا تھا تو میں اور میرے دوسرے کولیگ بار بار یہ بات کہہ رہے تھے کہ یہ نگران سیٹ جو آپ لے کر آرہے ہیں اس کی کوئی خاص وقعت نہیں ہے۔فخرالدین جی ابراہیم سے میری ذاتی نیاز مندی سے اس کے باوجود میں نے ان کی عمر کے حوالے سے الیکشن کمیشن پر ان کے کنٹرول کے حوالے سے اعتراضات اٹھائے۔
نجم سیٹھی صاحب کو جب نگران وزیراعلی بنایا گیا تو میں نے عمران خان صاحب کو انڑویو میں اور بات چیت میں بتایا کہ نجم سیٹھی کا ماضی کوئی اتنا تابناک نہیں ہے۔انتخابی اصطلاحات کے معاملہ کو ہم تمام جماعتوں سے پہلے اٹھاتے چلیں آرہے ہیں۔ لیکن 2013 کے انتخابات میں کیا ہوا جو نگران سیٹ اپ بنا اسکو پی ٹی آئی نے قبول کیا۔جو الیکشن کمشنر بنا اسکو پی ٹی آئی نے قبول کیاعدلیہ کے ذریعے انتخابات کا معاملہ پی ٹی آئی نے قبول کیا۔انتخاب کا نتیجہ بھی دھاندلی کے ساتھ مان لیا اور حکومتیں بنوا لیں۔سواسال گزرنے کے بعد جو معاملہ اٹھایا جارہا ہے ہم 2013 کے الیکشن سے پہلے سے اٹھا رہے ہیں۔
اب دھاندلی،بد نظمی،بے ضابطگی اور بد انتظامی پر آئیں۔الفاظ حقائق کو بیان کرتے ہیں اس لئے جب آپ کا نام پکارا جاتا ہے تو آپ اٹھتے ہیں اور جب میرا نا م پکارا جاتا ہے تو میں ردعمل دیتا ہوں۔دھاندلی اور بے ضانطگی کو گڈمڈ نہیں کرنا چاہیے۔ جن ویڈیو کی آپ بات کررہے ہیں جن معاملات کی طرف آپ کا اشارہ ہے وہ بے ضابطگیوں کے زمرے میں آتے ہیں۔فافن کی،یورپین یونین کی اور بین الاقوامی مبصر کی رپورٹیں موجود ہیں 2013 کا الیکشن بے ضابطگیوں سے پاک نہیں تھااس کے اندر بھرپار تھی لیکن کیا بے ضابطگیوں سے الیکشن کے نتائج پر 100 فیصد یا 50 فیصد اس کے اندر اثر پڑااس کے اوپر تمام بین الاقوامی مانیٹر نگ اتفاق کرتے ہیں کہ اس کے باوجود کے بے ضابطگیاں تھیں لیکن دھاندلی جس سے مینڈینٹ چرایا گیا ہو کسی پارٹی کا وہ ممکن نہیں۔
لہذا بے ضابطگیوں کو روکنے کے طریقہ کار موجود ہیں دھاندلی کو روکنے کے طریقہ کار بھی موجود ہیں۔یہ کام پی ٹی آئی کو دوسری جماعتوں کے ساتھ مل کر 2013 سے پہلے کر نا چاہئے تھا۔ بہت وقت ان پارٹیوں کے پاس موجود تھا یہ کہنا کہ ہم کو تحریک کا ٹائم نہیں ملا پانچ پانچ سال سے آپ تیاری کررہے تھے۔اب الیکشن ہوگیا ہے اس الیکشن کے نتائج کو آپ کالعدم نہیں کرسکتے۔آنے والے دنوں پر توجہ دینی ہوگی لیکن اصولی طور پربطور ووٹر میں پہلا شخص ہوںگا جو انتخابی اصطلاحات کی بات کروں گا اور آخری شخص ہوںگا جو کہوں گا کہ موجودہ نظام بہترین ہےاس کو تبدیل ہونے کی ضرورت نہیں۔
