3-4 age is the age of innocence. Make-up shouldnt be applied on them at that age.
Age 17 sounds appropraite to start wearing makeup and offcourse light make up, which looks elegant and natural, unless ur going to a wedding then u could i guess just play around with the eye-shadow.
