The Quran is very clear in this aya. It refers to ORPHANS, and ONLY orphans. This aya WAS revealed as a social safety net in case there is no other alternative. Anyone not following this specific stipulation is violating the word of Allah.
It's amazing how anyone seeks to justify their hypocrisy with misled piety.
