Actually he might have committed the bigger sin than other people who usually do such sins. Because, it seems that probably the reason of his continuation of drug smuggling was that he had a thought at the back of his mind that even if he is caught he would easily escape, being a part of royal family.
Though I might be wrong about his thinking, this is a very serious issue. If he is not punished, this would be a dangerous sign for the common people and good sign for other members of the Royal family to do whatever they want in terms of violating the rules and regulations.
