I think foreign affairs is still controlled by military/center. Unless they approve this, provincial government can only use pressure to get this approved. It is a fact that opening of this route and free movement of goods and people will definite benefit Thar population. Mirpurkhas can be developed as model city where offices of customs and immigration be established there for clearances. If Punjab can deal directly with foreign countries why not Sindh?
