that is correct a non muslim cannot become leader of an islamic state for obvious reasons.
Iran can become part of the islamic state but seperate islamic state/ Khilafah is not permitted as the evidence does not allow more than one leader of a state at any one time, also divide and rule is a tool the kuffar would definetly play on if there was 2 seperate states as we can see today whereby they play and cause conflicts among the 55 plus muslim countries.
