Well when you said to think of non political events, I was first thinking Royalty, which you shot down. After that, I thought Olympics, and my first guess was actually going to be Barcelona, but then you wrote the Cld War had an effect on it, so then it was onto Moscow.

I kept thinking someone would try to narrow down the event to a type, i.e. political, economic, human interest, natural disaster, entertainment or sporting. Then I thought I'd tell you it was a sporting event or the event occurred cyclically - but either of those were dead giveaways.
Nevertheless, great job at guessing!
