They have to clean up Swat and then take on Waziristan. Waziristan actually is a far tougher battle.
Also they are preparing the ground for such an assault. Hence the bombing campaign etc. They are also trying to create some kind of division within the ranks. Its part of the strategy.
The reason America was abe to take out Mehsud was because of local informants and close cooperation with the Pak intelligence and Army.
Infact, it was the PAKSITANIs who gave them the tip of to the location of Mehsud in previous attempts aswell.
Also, who provides the informants and intelligence to the Americans? The Pak intelligence shares radio intercepts etc with the US..

Actually we do see refugees going to Muslim countries. Afghans having been living in Pakistan for years. The point is, Quetta is not a Baloch town, its a majority Pashtun town.
And FYI, even in the rest of Balochistan, there are ethnic Punjabis and Pashtuns. Infact, I have a friend who makes regular visits to Balochistan and has yet to be made unwelcome in any part of the province...
