Obviously Clinton did not quite goof up in what he wrote in Albright’s book.

Actually, Clinton did not blame Pakistan, but he admitted his mistake about blaming India.

As anjjan said, the eye-witness accounts revealed that the murderes wore Indian Army uniforms and were shouting ‘Jai Hind’ (Hail India).
Now would the army be so naive to do all this so openly so that later eye-witness accounts can testify against them ?

Its only logical explanation is that the Kashmiri militants dressed up as Indian soldiers carried out the massacre to malign India’s image on the eve of Clinton’s visit.

Witnesses said armed militants in police uniforms entered the venue through the main entrance and resorted to indiscriminate firing from automatic weapons. One of the suicide militants opened indiscriminate fire from the library building inside the park, while his associate opened fire from the nearby Polo Ground park opposite the venue. At least, four hand grenades were also hurled by the militants creating panic in the rally.
