Should be “To let” and refers to the billboard - so if you want to put your ad there dial the no. on the board. No it’s not “Toilet” with an “i” missing. Samjhay?

as i kid, i was like what is up with those signs. it took me a while to figure it out…but it still bothers me when i see those signs in huge letters everywhere. can’t help but think of toilet
