Even MQM doesn’t “own” this idea and judging from major billo’s confession that jinnahpur map in 1992 was a farce, who can say it ever was… 
Karachi would be won by those who ask for a strong LG system (due to urban / rural divide) so PTI should take note. Perhaps due to his interior sindh compulsion, though he didn’t win there either, Imran / PTI were with PPP to dissolve the LG system to replace with the current farce so “people” aka “voters” took note of that.
