There are number of different ways that can be used to create artificial earthquakes.
According to an article I read a while back ----- it is scientifically well tested and possible to create an artificial earthquake ----- by making “brittle tectonic plates” of earth move at faster rate against each other with the use of pulsating electromagnetic flux.
