If i am not wrong, Fence ko hi jangla kahte hai. Buses run in between those fences hence called jangla buses.
Regarding locally made buses, hino or dawoo dont qualify, especially for articulated buses they make none.
What you proposing is already being implemented at least in India. No BRTS in india has a dedicated flyover and they all share roads with other vehicles separated by a painted line or a jangla i.e. fence. All BRTSs in India use locally made buses, though metro projects use imported rolling stocks a lot since Indian production capacity is not enough to match the demand.

The only thing one can criticize about this project in lahore is the extravagant spending on the looks and additional flyovers dedicated to the buses. As compared to Indian BRTS systems, Lahore has way bigger and more lavish stations, they could have made them simple and functional and saved a lot of money, and especially those dedicated flyovers could be better used for Metro trains
