There is no need to ban basant, but there is some serious need to ban razor sharp dor, and possibly a restriction on flying kites on the roof tops. Kite flying in open fields should be encouraged, and underage children flying kites on unsafe rooftops should be classified as child abuse.

I generally have very fond memories of basant and kite flying.

I quite agree with this. However, I'm not terribly certain that a ban would actually be effective as there would be no way of enforcing it.

There are ways and they certainly can enforce it if they take the dangers and safety risks seriously enough.

Basant means end of winter, and also it marks change of leaves by trees. So it is celebrated, Baisakhi is the beginning of hindu month of Vaishakha, second month of Hindu calender, first of Bengali calender.
