Did Balochiz ever say they want to become part of Pakistan? or have you ever heard Tibetan saying they want to live with Chinese?.. but they are still a part of Pakistan and China like Kashmir is a part of India. If we go by your logic there should be refrendum in every other country where Human rights voilation exists.

You need to read history more carefully. Please do enlighten me when did UN add Balochistan as a disputed area.
