That was actually a requirement of the UN resolution that Pakistan first withdraw the troops, I think this was in the 1948-1950 range. Unfortunately that did not happen and since then the population demographics have changed significantly due to actions-reactions connected with terrorist attacks, Indian army presence increase etc. Bottom line, now going and saying conduct a referendum or pleabisite is not the same as what was discussed 60 years ago.
I do not think Pakistan will agree to that, so the only ‘resolution’ I see that is practical is either maintenance of status quo or promotion of LOC as the border.
