gowa as in goa? Do you need visas for individual cities within india too?
if you have pakistan passport, then when you go for visa, you need to list all the cities you are visiting, and you are not allowed to visit any other city not on the list
the visa restrictions are only for pakistanis, Bangladeshis can go all India with one visa
