I believe the first and foremost thing that Muslim leaders need is a serious awakening to realize that their interest are at conflict with those of their public. With that aside, what is needed is constant Joint conferences compromising of Arab (specifically) and other Muslim nations, where resolutions are passed and decision taken. And to make sure that it is not just a waste of time, those resolutions and/or decisions must be followed through and acted on regardless of outer pressure as has been witnessed through recent history.
Arab League is a good idea, but it has turned into an all threat-no action commission. Merely talking will not get things done. Action(s) are necessary to exert enough pressure on Israeli Govt. and its allies to ensure that muslims interests are safeguarded while pledging to maintain peace because peace is the way of Islam. It's time to call home the warriors and give them a decent living, hope of new life with guaranteed safety for their families.
The resistance has been from all sides. Therefore, i see all sides accountable and just as guilty of withholding of peace. Let the bygones be bygones, and follow in the way of Prophet Muhammad (pbuh) and sign peace agreements rather than wage unnecessary wars. Islam was spread most during the times of peace.
