Italy had very lax Mafia rules but that changed in 1992 when the Mafia blew up the car of chief prosecutor and judge which forced to Italy to do massive crackdowns on the Mafia.
I think I know Italy a little better than you. Mafia used to own the regional governments, judges, security agencies etc in South Italy, when they decided to implement law. The crack down on mafia was against crime, not to promote crime and illegal deeds. Law cannot be implemented illegally!!!
