actually the administrations of all 4 pious caliphs were slightly different in their own way.Each caliph encountered unique problems and in their own way found solutions for it
As far as the pious caliphate is concerned the shura elected only one caliph hazrat uthman ( allegiance of the majority of muhajireen and ansar was the criteria for selection of the caliph which the other 3 fulfilled)
Shura was not elected by the people it was appointed by the caliph after consultation with certain other important figures.
Military was largely conscripts early in the caliphate but after the conquest of Iran many of the warriors who participated in them settled in garrison towns of Kufa and Basra
