Why wouldn’t they? Pro Karzai/pro Indian lobby trying to isolate pro Pakistani Abdullah who is already a very isolated man. If ours can, then why can’t Afghan intelligence interfere in their government matters to impose the policies they desire?

I wouldn’t be too quick to point fingers at our own intelligence and military especially when Pakistan was taking immense pride in their improved relations with Afghanistan on every forum. Our enemies obviously didn’t like that and they once again tried to hit Pakistan where it would hurt the most. Peace and stability in Afghanistan would have a direct impact on Pakistan.

There was generally a lot of secrecy surrounded by high level internal and external tensions that resulted in Kargil, but we are not in 90s anymore. The situation is lot different today.
