The people who freed Afghanistan from Russia were not the Taliban but a loose coalition of secualar afghans, religious afghans, foreign fighters, etc.

After the Russians left in 1989, they were unable to come to terms on how to rule Afghanistan and thus resulted in a civil war with the extremists on one side and the secularists on the other.

the civil war in afghanistan was hampering trade of Pakistan with Central Asian countries and thus Pakistan used Pashtun Afghan seminary students (Taliban) to guard trade convoys beginning in 1992.

In 1993, ISI hatched a grand plan to let the Taliban take over Afghanistan. By 1996, kabul had falled to Taliban.
