Sister, I understand your point. I’ll take it as more of an encouragement measure than forceful implementation of shariah.
It could be a business decision too, they dont want to stay open whole day for one or two people 
Besides, if it was a mutual decision of cafe administration and university administration then It’s perfectly fine. but forcefully shutting down shops is not a good idea imho.
