Personal connection to Allah is a direct result of the religious mandates. Like for some people seeing Muslim lady in Hijab is result of her religious belief , although she is doing it because of her personal connection with God , but to the Government of France it represents religious symbol not a personal choice.
Same thing can be said about shops being closed forcibly in SA where keeping the shop open during namaz time is defiance of religion although it is personal choice of the shop owner to pray or not.

Islamic shariat is not applicable to personal choices. It is applicable to civil , criminal and societal evils.

The question is whether enforcing individual choices is a personal matter , religious matter or responsibility of state and if yes why and if not why not ?
