Thanks a lot everyone for all the pointers. It gave me a really good start with venues to pursue. I think I may already have found a way to do this project.

Well, I say let anyone from huband or wife authorize you (by written) to get details of their marriage certificate and their kids birth certificate. With authorization letter, you may request an appoint with Counsellor of Community Welfare in Embassy/consulate and request them to trace out such info.

This will take time but surely you’ll get positive response.
