The guy was married in Lahore. I’m sure i can track the local mosque but I’m not there. He was married there and then proceeded to marry another girl in Canada. So now I’m looking for proof.

Call the concerned SHO of the thana in that area , he will produce a proof even if it does not exist , for right amount of rishwat. That is just an idea , if I needed it this is what I would do.
