If it is static, it must be saved in the network card settings. You can double click the LAN card and open properties window, select IP settings and see if there is an IP address specified. If yes, then it is a static IP address.

the DHCP does this for the internal IP addressing, if it is set to dynamic am i right?

External IP addresses allocated by ISPs are most commonly dynamic.
