No I would not judge since its their personal choice but the way a girl is dressed usually tells a lot about them. Girls who wear revealing dresses are more modern, bold, outgoing etc compared to girls who wear modest dresses. That doesn't mean girls with revealing dressing necessarily have bad character. It just shows their personality and preferences and its upto them how they want to be dressed.
