Yes it will be a good idea to have a bowling academy like the one they have in India but the question is will it funtion properly and who would they have as a coach? They have spent so much money on the National Cricket Academy with all the facilities but still can't find some one to run it properly.

To "run" the academy, we have tons of retired brigadiers, generals, colonels; for the coaching (bowling) responsibilities we have Wasim, Waqar, Aqib, Sarfaraz Nawaz (budha ghora lal lagam). Keeping them in academy will shut some of them up and make them work rather than talk (esp Sarfaraz). Also being in academy, they wouldn't have an opportunity to play any politics and disturb dressing room atmosphere.
