How do you measure that? IQ test scores? Degree level? Number of Degrees? Profession? Conversational skills?
You'll find people who behave "un-intelligently" and at the same belong to high-paying professions and are highly educated.
I think he should be intelligent enough to use his knoweldge/education/experience in a constructive and ethical manner. He should be intelligent enough to consider views from various angles before reaching a decision.....not base a decision solely on a "cultural" or "everybody else does it" or "that's just how it is" view.
And not only limit his intelligence to conversation.....but to put it into action. For example, having the maturity to listen to multiple views, weighing the consequences, etc.
Intelligence is as intelligence does.

sharp in handling any official matters, paper work like … hmmm… contracts, immigration, insurance, medical and other soooo many depts dealing with which are part n parcel of ur life. I am really dumb in such matters. I give a huge amount to someone coz i am buying somehting from that person and i forget to take the receipt 
so i want him to be particular and careful about such matters. so if i forget he reminds me and make sure we have covered everything imp.

Good point, I don't think we can measure intelligence. For example, some people haven't entered higher education yet they are some of the most intelligent/wisest people I know.
Oh and no matter how intelligent he is I wouldn't expect him to use his intelligence like some sort of weapon. It annoys me when people assume they're better than you just because they have a higher degree label or are in a higher paid job. Intelligence is so much more then that...
