How exactly is USA and France responsible?

They have freedom of speech which allows this kind of material to be published, they cannot censor unlike the great Islamic Nations.

As for Jews and Holocaust. France was one of the countries occupied by the Germans during World War II and after the war signed the Anti-Nazi Laws in 1947. Those laws forbade the formation of a Nazi Party, possession of nazi propaganda material and denying Nazi Crimes.

The last part, Denying Nazi Crimes, includes denying the Holocaust.

USA, UK, Canada and other western nations who were not occupied by the Nazis in World War II, you can deny the holocaust to your heart’s content.
