You are right in the sense the real culprits are muslim rulers but not for the reasons you mentioned.

they used this film as a way to brainwashing people from the daily problems plaguing their country into venting all their anger and rage on this boogey man.

Just like how this movie was uploaded on YouTube in July and only on September 11, that this became an issue and the Salafis started their protests in egypt to undermine the Muslim Brotherhood government in Egypt.

And then the champions of muslims, Pakistan joined the foray declaring a national day of protest and incurring economic losses on itself when the protests went violent.

This is a freak show.

the rulers if they was sincere should cut off all contact with united states and say this is unacceptable act but since rulers not sincere we not surprised they did nothing.

To insult prophet(saw) is redline no sincere muslim can accept doesn’t matter they salafi, brelvi, sufi, jihadi, part time muslim whatever it is such big slap in face muslims will be ready to fight to defend prophet(saw) honour.

This video was not used to distract the masses from their daily problems because the rulers do this in many other ways including raising price of basic foods so people will focus on survival rather than fixing economy, improving life in general or politics.
