Good question, to understand that 1st one need to understand political dynamics in interior Sindh. Unfortunately in SINDH, ARMY is considered as a Punjab's representative (lets not go into details of WHY, in short Sindhis do not join army hence they have very minor presentation within Army; and unfortuantely Governmenst in past NEVER realised that how dangerous thsi approach was and NEVER gave any incentives to encourage Sindhis to join Army) and should they have taken any ACTION, it could be taken as Punjabi Army CRUSHING "poor" Sindhi and PROPECTING Punjabi assets, like they did in 71. From Government's part, it is VERY wise to delay ARmy's deployment; it's better to loose few billion rupees than brining Army in DIRECT conflict with an angry population when ANTI PUNJABI feelings are at peak. I myself belong to interior Sindh and last night I spoke with my family, they told me that now Army is petroling the areas and situation is diffused to some extent.
the other sad part is that PPP always used Sindhi nationalism in interior Sindh. back in 1988 there was this common slogan " Sar SAeen (G M SYED) jo, VOTE Benazir jo" means "LIfe for G M Syed and VOTE for Benazir"
