Its been proven and accepted that the plot was hatched & executed from Pakistan. However, an act of this magnitude could not have been carried out without local support.
Indian govt has been saying for a long time that the Dawood Ibrahim's network is being used by ISI/Pak based terror groups to carry out/support terrorist activities within India. As this investigation progresses, that will become more evident.

Raj Tahckrey Vs Biharis/North Indians, troubles in Kashmir etc and it was bad time to admit locals were involved and best time to unite Indians ( by blaming PAKISTAN only). Mumbai police admitted this day after Pakistani report was released and there is hardly any media coverage on this.
Just wait till India claims that these home grown terrorists are actually Pakistanis or Pakistani agents.
Remember there can be no extremism in India, all the Muslims extremists are actually Pakistanis and hindu extremists are GOOD people fighting for their religion.
