The problem with Pakistan and all countries created under colonialism is that they were demarcated without the consent of the local people. The boundary lines were drawn arbritarially. Something I personally dislike and have seen caused problems in Africa on a regular basis.
The answer to this solution is three fold.
Agree with Afghanistan to give the Pashtun people to decide which country they want to live in. Redefine the Afghanistan - Pakistan border. I say this because it will be in pakistan's benefit. We get more land.
Control of government. FATA be abolished and be integrated into Balochistan and the Pashtun province. I frankly hate the name NWFP.
Establish basic infrastructure and education services right away.
