Not really. The project is for heavy traffic diverted from Suhrab Goth to Karachi port area with five off takes connecting regular roads. I don't see any relief to traffic jams in Karachi. Isn't it one part of a bridge fallen down in Agra Taaj Colony last year, killing 6 people?
I haven't seen the big-plan of Lyari Expressway project but some parts are already finished (a small part going north or south) and friends I met are using it already to stay away from the traffic jams.
