I feel this is just to attract votes of Indian Muslims. Congress has done nothing to stop RSS or Shiv Sena. The plights of most of Muslims is pathetic in India.

What makes you say that. Have you actually been to India.

On the point of keeping an open mind on the Mumbai, that is definitely a positive move.
