Ministry of Defense is not the owner but the reason might be armed forces use of it during war (re: strategic asset). PIA was used to transport whatever Pakistani logistics and will could muster to transport troops back in 1971 East Pakistan. I am still on the edge for keeping it (it goes to remote locations and is a strategic asset like the **Civil Reserve Air Fleet **in the US, ****but it seems that Pakistan really can’t get its act together in running public corporations.
