Sounds to me like she's pretty arrogant. She's calling the husband dumb and herself smart and using sex as a weapon. All are really bad moves.
If I were the husband, I'd tell her fine, you want to use sex as a weapon I'll go get it somewhere else. And please if you cant be civil to me in my own home then stay in your room until its time to cook me a meal.

May be she is not feeling well, get her some medicine and tell her to take few days off, have a rest and if still she insisted on above behaviour/wording, tell her to see a mental doctor... she is refuses, take her to mental hospital, it may cost you something but this will certainly fix her...

It means that they are having too much sex or may be husband is demanding far more sex than what wife wants. Or it could also mean that wife thinks that husband only thinks about sex and nothign else.
